    ANALYSIS OF THE LATEST DATA NEED FOR STRATEGIC PLANNING AND DEVELOPMENTS IN AVIATION

    The article is devoted to the analysis of current data necessary for strategic planning and development of the aviation industry. The main processes of strategic planning of the aviation industry are analyzed, which include: definition of goals and strategies; market analysis and competitiveness; financial planning; organizational structure and analysis of personnel management; technical development; risk management. The uniqueness of this study is justified by the latest data on the development of the world market of the aviation industry, which is confirmation of the importance of all presented processes necessary for strategic planning and development of the aviation industry. It was determined the list of the latest data needed for strategic planning and developments in aviation would be based on: the analysis latest data needed for strategic planning and development of aviation use; market trends and forecast; regulatory updates; competitor analysis; technological advancements; financial performance metrics; environmental impact assessments. The research concludes how to use the latest data for strategic planning in the following processes: making investment decisions, resource planning, and risk management, analysis of passenger flow data and market demand, flight schedules, receive information about delays and cancellations; combine multiple data sets such as schedules, status, and booking data, to get a unique 360-degree view of the air travel landscape; interdepartmental cooperation; security based on access; global analysis of competitors; analysis of all flights worldwide. Analysis of the current statistics of the aviation industry has proved that the rapid change of factors such as market competition, changes in the global economy, technological innovation and regulation, which were previously more stable, necessitates a rapid response and revision of strategic plans for the development of the aviation industry. It is proved that only a constant analysis of the latest strategic planning data can help airlines adapt to these changes, predict future trends and develop sustainable development strategies.

    An overview of a landmark event in the space of higher education of Ukraine – the grand opening of the American University Kyiv (AUK) campus on May 19, 2023 in Kyiv – was carried out. The goals of creation, the mission of the university, its main tasks and advantages are presented. The main ideas of the speeches of the key speakers of the event, including the founder-rector of the AUK Roman Sheremeta and the new president of the AUK Dan Rice, are provided.

    Against the background of Russia’s full-scale war against Ukraine, the question of an effective cultural policy that would support national identity, contribute to the purification of consciousness from propaganda myths and preserve the heritage of Ukrainian culture is becoming more acute. Since cultural policy is related to both aesthetic-artistic and cultural-anthropological dimensions of social life, in order to identify the effective influence of cultural policy on dominant social practices, it is necessary to find out the universal principles of its functioning. The purpose of this article is to identify the relevant philosophical and methodological basis of cultural policy for modern Ukrainian realities. Based on the fundamental ideas of Richard Rorty’s pragmatic philosophy and his analysis of cultural policies, the generally accepted nature of the inferential approach to social reality on the part of individual social groups was ascertained. The variability of cultural policy depending on the type of social organization community/society is demonstrated. In small social groups of the authoritarian type, social epistemological authority is mediated by the individual preferences of the leader of this group, so the tools of cultural policy are weak (patriarchal family, religious or political sect). An authoritarian or totalitarian mass society shows a high propensity for linguistic practices of propaganda, which can be seen as an extreme distorted form of cultural politics. In democratic societies, cultural policy is able to harmonize social life, improving its practices and building a value-symbolic world that constitutes culture in a broad sense. The social institute of education has all the tools, including digital ones, to shape the necessary social practices and educate a critical thinker who is able to generate conceptual knowledge, i.e. see relationships and be aware. Openness in decision-making, interaction of expert groups, public discussions are necessary elements for an effective cultural policy, which should be different from “cultural management”. Creative cultural industries play an important role in modern popular culture societies, and these industries significantly strengthen the economic component of social life. Public projects and initiatives effectively help to preserve Ukrainian culture, influence the level of awareness of Ukrainians and the economic well-being of our country.

    ЦИФРОВІЗАЦІЯ ЧИ ЦИФРОВА ТРАНСФОРМАЦІЯ, ЯК ТЕОРЕТИКО-МЕТОДОЛОГІЧНА ПЛАТФОРМА РОЗВИТКУ ЕЛЕКТРОННОГО УРЯДУВАННЯ

    Актуальність впливу електронного урядування на ефективність політичного управління обумовлена сутністю електронного урядування як комплексного явища, в основі якого знаходиться якісне перетворення інформаційних потоків в державному секторі, що торкає практично весь механізм прийняття та реалізації політичних рішень. Визначено, що в умовах стрімкого розгортання електронного урядування в публічному просторі України, шляхи подальшого розвитку цього інституту, з використанням технічних та цифрових практик реалізації, передбачають адекватний ступінь готовності та відповідну діяльність суб’єктів владних повноважень з метою, в першу чергу, подальшої трансформації публічного управління, формування єдиної системи надання електронних публічних послуг, відповідно до сучасних потреб і технологічних викликів на базі вже існуючого вітчизняного та зарубіжного досвіду, а також реорганізація нормативно-правового підґрунтя для забезпечення функціонування такої системи. Слід зазначити, що розвиток електронного урядування може негативно відбитися на владному аспекті ефективності публічного управління, в разі неготовності суб’єктів публічного управління до змін і слабкості політичних інститутів. Доведено, що цифрова держава є сучасною складовою частини публічного управління та адміністрування, де домінують знання суб'єктів і нематеріальне виробництво, як основний показник, що характеризує інформаційне суспільство. Поняття «цифрова держава», «публічне управління та адміністрування», «інформаційне суспільство» і їхні аналоги, представлені в сучасній науковій літературі, формують нову публічну систему, яка замінює колишню індустріально-бюрократичну парадигму.
